Get sent and received CC totals

Returns V7 total-CC sent and received values, including locked and unlocked CC, for all history or the requested period. USD values are unavailable. Initial catch-up and repair return 425. After bootstrap, a live-only refresh can return the last committed totals with isRefreshing and dataAsOf metadata.
